The Standing Committee will focus on normative work and technical systems to optimize Earth system observation data acquisition through the WMO Integrated Global Observing System (WIGOS). The committee's activities include gathering and reviewing observational user requirements, assessing gaps and solutions, overseeing the transition to the evolved Rolling Review of Requirements (RRR) process, developing regulatory and guidance materials, guiding the development and maintenance of WIGOS tools, assisting members in implementing integrated observing networks, monitoring compliance and performance of observing networks, and coordinating with various WMO bodies and international organizations to enhance observational capabilities and ensure efficient support to members.

Expertise required

Expertise will be required in the following areas related to surface- and space-based observing networks across all main Earth system domains (weather, climate, atmospheric composition, oceans, hydrology and cryosphere):

• Observing network design and evolution, including observational user requirements and impact of observations, and observations compliance with relevant WMO regulations/recommendations;

• Observing network implementation;

• Observing network monitoring;

• Allocation and protection of radio frequencies for observing networks.
